Pack 196 Policy

SECTION A: CUB SCOUTS

  1. The word "Cub Scout" , "Scout", "Cub Scouts", or "Scouts", shall refer to any boy registered to the pack. These terms include Tiger Cubs, Wolf Cubs, Bear Cubs and Webelos Scouts.
  1. Cub Scouts shall be recruited on the basis of grade level. Tiger Cubs shall be boys who have finished Kindergarten. Wolf Scouts shall be boys who have finished First Grade and Bear Scouts are to be boys who have .finished Second Grade. Webelos Scouts shall be boys who have completed Third and Fourth Grades.

SECTION B: THE COMMITTEE

  1. A committee member is defined as, but not limited to, pack leaders, den leaders, event chairpersons and parents or guardians of Cub Scouts registered to the pack.
  1. A committee meeting is defined as a meeting of committee members at a published and /or publicized time and place. There will be a minimum of one committee meeting a month.
  1. All committee members are invited to attend the committee meetings. Pack leaders, den leaders, event chairpersons, and Tiger Cub monthly hosts are encouraged to attend or send a substitute in their place.
  2. The committee members at a committee meeting can amend this policy with a majority vote of those committee members present at the meeting.
  3. Committee meetings are held on the last Thursday of the month at 7:30 p.m.. This time is subject to change as needed to accommodate holidays and special activities. Changes will be published at pack meetings, where possible, or at den meetings

SECTION C: THE PACK MEETING

  1. Cub scouts, parents, or guardians, family members, den leaders, pack leaders, and event chairpersons

attend the pack meeting.

  1. AN ADULT FAMILY MEMBER, OVER 18 YEARS OLD, MUST ATTEND THE PACK MEETING WITH THE CUB SCOUT. This can be a parent, aunt, uncle, grandparent, brother, sister, or other family member.
  2. NO CUB SCOUT MAY BE DROPPED OFF AT THE PACK MEETING. All Cub Scouts must have an adult responsible for them. This adult must be able to take them home if they are ill or are dismissed from the pack meeting.
  3. Pack meetings are held all year long, unless the committee decides to not participate in the summer months at the annual planning meeting. Pack meetings are held on the third Friday of the month at 7:30 p.m. in the gym at St. Peter unless otherwise published. These dates may be changed to accommodate the school calendar, and holidays or special events.
  1. Refreshments will be served after the colors are retired. If your den is bringing a snack, please put it in the kitchen. Their will be no refreshments handed out during the pack meeting.
  1. ALL CUB SCOUTS AND PARENTS SHOULD ARRIVE 10 TO 15 MINUTES BEFORE THE PACK MEETING BEGINS. This will allow people to conduct business and get settled before the opening ceremony.
  1. Parents and scouts assigned to set up should arrive 30 minutes before the pack meeting.

SECTION D: UNIFORMS

  1. All uniforms shall be official Cub Scout issue. A uniform shall consist of the official Cub Scout shirt, tucked in, neckerchief and slide, and hat worn in the forward direction only, and the optional red brag vest. Blue pants that are clean and neat, without holes, tears, or otherwise in disrepair. Shorts of the same type will be allowed in the warmer months. Sweat pants are not acceptable.
  1. Tiger Cubs shall wear the official orange shirt or a plain orange or white shirt with the iron-on Tiger emblem.
  1. Wolf and Bear Cubs are encouraged to wear the complete official blue uniform as outlined in the uniform inspection sheets. They may substitute the official blue pants with clean neat jeans.
  1. Webelos Scouts are encouraged to wear the official khaki or navy uniform as outlined in the uniform inspection sheets, with the tan dress pants. Jeans will be permitted as long as they are clean, neat, without holes, tears, or otherwise in disrepair.
  1. Adult leaders shall wear the appropriate uniform as outlined in the inspection sheets. They may also substitute clean neat pants , jeans , or skirt for the official pants.
  1. Scouts and leaders will wear the uniform for all den meetings, scout outings, pack meetings and camp outs. The Scouts are encouraged to wear the uniform to school on days when they have meetings.
  1. New Scouts should be in uniform no later than the second pack meeting after they join.
  1. Adult leaders are asked to set the example for wearing the correct uniform for the Cub Scouts.

SECTION E: DEN MEETINGS

  1. Den leaders are required to hold an average of three den meetings or and equivalent of three hours of meeting time a month, during the school year. Summer hours are up to the discretion of the leader. These meetings are at their own convenience as to time, date and place.
  1. Two unrelated adults are required to be present at all den meetings. Meetings without two unrelated adults must be canceled and rescheduled by the leader.
  1. Each Den is required to accept up to eight scouts in a den. Any additional scouts may only be added with the consent of the den leader.
  1. Cub Scouts are expected to behave during the den meetings. Parents will be asked to pick up their scouts early for any discipline problems at the discretion of the den leader. After three dismissals from a den meeting , the Scout will not be able to attend den meetings until further arrangements have been made by the cubmaster.
  1. Den dues are payable each week a den meeting is held. Since den dues are used to cover the cost of supplies and materials for den projects, THESE DUES ARE PAYABLE EVEN IF THE CUB SCOUT IS ABSENT.
  1. Den leaders are required to keep the parents of their Cub Scouts informed as to upcoming events, changes in scheduling and other items of interest. Leaders must send notes or call parents on the phone.
  1. Parents are required to assist the den leader in any way necessary. This is in addition to any pack obligations.

SECTION F: PARENT INVOLVEMENT

  1. There will be at least one parent meeting per school year. This meeting will be held concurrently with a pack meeting in the fall. Additional meetings will be scheduled if necessary .
  1. Each family registered with the pack is required to provide assistance with a minimum of one pack activity / position per school year.
  1. A list of positions will be made available at the first pack meeting after the annual planning meeting.

SECTION G: FUND RAISERS

  1. There will be a minimum of one fund raiser activity per school year.
  1. The recommended fund raising activities are approved by the pack committee.
  1. The money raised from these events is used to fund pack activities, purchase badges, awards, boats, cars, and subsidize pack outings.
  1. Each Cub Scout is responsible for attempting to sell the minimum unit available for the fund raiser. (Example: Fall candy sale - 1 box of candy)
  1. No similar fundraising activities are allowed during school fundraising activities.

SECTION H: REGISTRATION AND FEES

  1. Annual registration fees are payable at the January pack meeting. Under hardship situations, the committee, at their discretion, may waive any and all fees.
  1. Fees are determined by the pack committee.
  1. The moneys are used to pay for annual registration with Boy Scouts Of America, a year subscription of Boys Life magazine, purchase insurance, awards, equipment, and subsidize pack events.
  1. Boys not registered and paid by Feb. pack night will be unable to attend any meeting after the Feb. pack night, and will be unable to receive advancement awards.
  1. Pack fees are refunded on a prorated basis.
  1. Boys joining the pack at other times will be charged a prorated fee.
  1. Checks written to Pack 196 and returned by the bank are subject to a service charge equal to the fee charged by our bank.
  1. Adult leaders shall pay for their own registration.

 

 

SECTION I: CONDUCT, HEALTH AND SAFETY

  1. There shall be no smoking or alcohol at any pack or den meetings by any Scout, leader, parent or

visitor to any Scout function, including camp.

  1. Cub Scouts are expected to behave appropriately for the activities in which they are participating. They are expected to listen to their leaders and other adults as to what acceptable behavior is.
  1. During a pack meeting, Cub Scouts are to sit quietly with their den leaders in their assigned section with their parents behind them. Parents are also expected to sit quietly during the pack meeting with their other children.
  1. Inappropriate behavior including hitting, inappropriate language or disrespect to any other individual at any meeting will result in dismissal from the pack or den meeting. After three such dismissals the Cub Scout will not be allowed to attend any meeting or outing until further arrangements have been made with the cubmaster.
  1. Parents are responsible for the discipline of ALL THEIR CHILDREN IN ATTENDANCE AT PACK FUNCTIONS.
  1. Scouts going on outings without their parents are required to have a permission slip before going or being dropped off.

SECTION J: OUTINGS

  1. Payments for tickets, reservations, or fees for items the pack must purchase in advance are due at sign-up. Nothing will be reserved, or ordered without payment. After payment, these moneys are non-refundable.
  1. Tour Permits are required any time the den or pack holds an outing away from its normal meeting place. Tour permits are available at the council office and should be signed by an authorized pack committee member at least two weeks prior to the event.
  1. Permission slips must be completed and given to the appropriate leader anytime the boy attends a pack or den activity (excluding normal den meetings) and their parent is not in attendance. When driving boys to and from events, the driver of each vehicle should have the permission slips for the boys they are transporting. Upon arrival at the destination the slips should be returned to the event leader.

SECTION K: TIGER CUBS

  1. Tiger Cubs shall be invited to at least 5 pack meetings, and all pack family outings.
  1. Tiger Cub fees are the same as other Cub Scouts.
  1. Tiger Scouts are asked to participate in all pack fundraising events.
  1. Each Tiger monthly host family is encouraged to attend the committee meeting on the month that they will be hosting the Tiger Den Meeting. The Tiger coordinator is also encouraged to attend the committee meetings.

 

 

 

SECTION L: TRAINING

  1. All leader training sponsored by the council can, at the leaders request, be paid for by the pack. This includes: registered pack committee members, den leaders, and assistant den leaders. If funds are available the pack can also, if the committee decides, pay for the annual POW-WOW den leader conference.
  1. All leaders are required to attend Den Leader Basic Training within the first six months of their position.
  1. Each Webelos den is required to have at least one adult leader that has completed the Webelos split training and Outdoor Webelos Training (OWL).
  1. Tiger dens are encouraged to choose a den leader in time for that person to attend the April Basic Training class.

SECTION M: AWARDS AND ADVANCEMENTS

  1. The Pack will adhere to the guidelines set forth by the Boy Scouts of America for all standard awards and rank advancements.
  1. The pack will participate in the Immediate Recognition program providing kits to the Tiger, Wolf, and Bear Scouts.
  1. The pack will participate in the Segment Award program allowing the Wolves, Bears, and Webelos to wear the red brag vest. This is not a program sponsored by the BSA. It is legislated by the individual packs. The segments are available through the pack. The Pack will pay for and provide the boys with these patches, for all pack activities, through the awards chairman.
  1. Segments can also be used as a part of the den program. The den can award segments for special activities. They are ordered through the award chairman and paid for by the pack as approved by the committee.
  1. Segments or other awards will not be awarded to a Scout who is not in proper uniform. They will be held until the next pack meeting when the boy is in uniform.
